National Rural Letter Carriers Association FEHBP 2022 Open Season

Important Reminder: The 2022 Federal Health Benefits Plan Open Season begins on Monday, November 14, 2022 and runs through Monday, December 12, 2022.

As Open Season begins today, so here are a few things to consider as you go over your benefits for 2023.
 

Remember: the Rural Carrier Benefit Plan (RCBP) is only offered and available to members of the NRLCA. 

According to the National Rural Letter Carriers Association (NRLCA) notice, even if you are not in the RCBP,  all carriers are encouraged to compare the premiums and benefits to their current health plan. 

Below are premium charts, to help gauge what plan is best for you.

  

2023 Bi-Weekly Premiums
(Active Employees): 
High Option Self  $130.98 
Self Plus One  $253.14 
Self & Family  $243.23 

 

2023 Monthly Premiums
(Retirees & Annuitants): 
Self  $283.79 
Self Plus One  $548.47 
Family  $527.00 

 *Please note*  The NRLCA recommends via a recent memo that, “if you are in Self Plus One and your premium would be less in Family coverage, make the change! This is allowable for every plan in the FEHB program, make the switch to pay less”

 

In order to make changes in your FEHB Coverage: 

  • Active rural letter carriers can implement changes through PostalEase or can call HR Shared Services Center (HRSSC) at 1-877-477-3273, (click Option 5 when asked). 
  • Retired Carriers and Annuitants make changes through the Office of Personnel Management (OPM) at www.opm.gov or by calling 1-888-767-6738.

For our non-career (RCAs) you can also make changes to your coverage in the USPS Health Benefits (USPS HB) plan: 

  • Through PostalEase or call HR Shared Services Center (HRSSC) at 1-877-477-3273, again, select Option 5 when asked to do so. 
  • All information is accessible through LiteBlue/PostalEASE through the carriers’ MyHR/Benefits Portal.
